Menahem Kahana/AFP/Getty Images Canada is ushering in what it projects to be a $1.3 billion medical marijuana free market this week, as it replaces small and homegrown pot production with quality-controlled marijuana produced by large farms. The market could eventually serve up to 450,000 Canadians, according to government estimates. As Toronto’s Globe and Mail explains, a transition phase began Monday that will allow more price fluctuation and phase out home and small-scale production. “In its place, large indoor marijuana farms certified by the [Royal Canadian Mounted Police] and health inspectors will produce, package and distribute a range of standardized weed, all of it sold for whatever price the market will bear,” the newspaper reports. “The first sales are expected in the next few weeks, delivered directly by secure courier.” Large-scale growers have begun applying for licenses to produce marijuana; one Ontario company hopes to grow cannabis in an old Hershey chocolate plant, Reuters reported last week. At least two large growers have already received their licenses. The free market will likely establish a price of around $7.60 per gram of dried marijuana bud, according to “Marihuana for Medical Purposes Regulations” posted by Canada’s health department. (And if you’re wondering about that spelling, it follows a precedent set in Canada’s controlled substances law.) The health agency projects that the legal marijuana supply industry “could grow to more than $1.3 billion per year in annual sales” within 10 years. Officials say the illegal cannabis market “represents a multibillion dollar per year industry.” The Canadian government says the new plan will also reduce its own costs, on a website explaining some of the changes. “The current program costs Canadian taxpayers millions of dollars each year because the $5/gram charged to program participants who choose to purchase from Health Canada is heavily subsidized,” Health Canada says.

David McDonough, a post-doctoral fellow at the University of British Columbia, says that, given shifting tensions in the Pacific and the spate of problems facing Canadas Navy there, a moderate shift of resources from the Atlantic to the Pacificincluding all of the Navys submarinesmakes sense. In his mind, it comes down to mathematics. If you only have one [supply] ship on each coast for the foreseeable future, and an accident happens, you have to rely on submarines for any expeditionary operation, he says. Surface ships can last 12 days.

London transport authority tackles tube etiquette with poetry

From Monday until Friday a collection of London poets, including rising star Amy Acre who appeared at this years Latitude festival, will give recitals at some of Londons busiest train and tube stations as part of a wider TfL Travel Better London marketing campaign encouraging commuters to be more considerate towards their fellow travellers. Poets in residence will be performing at nine London stations, including Liverpool Street, Waterloo, London Bridge and Leicester Square, at lunchtime and during the early evening commute for the entire week, with further pop-up performances around the TfL network. TfLs week of poetiquette recitals coincides with National Poetry Day on Thursday 3 October. The London public transport authority, which has a long tradition of promoting poetry on its tube network, has also set up a Tumblr page which invites travellers to submit four-to-six-line poems inspired by their daily commute. Acre said: I think people when theyre on the tube are so in that zone of huddling in and just getting through it and getting to work. Its nice to give people something a bit different and maybe inspire them and make them think in a different way, even if its just for a minute. This project is a great opportunity to get poetry out there to more people that maybe would never listen to it and it wouldnt occur to them that they might like it. The nine poets will be writing topical verses and giving recitals in busking spots at their local station, with Acre performing at London Bridge. The other poets giving twice-daily recitals are Amy McAllister (performing at Angel), Jacqueline Saphra (Canary Wharf), Sarah Wardle (Embankment), Sophie Herxheimer (Knightsbridge), Richard Purnell (Hammersmith), Joolz Sparkes (Leicester Square), Deanna Rodger (Liverpool Street) and Dan Simpson (Waterloo). The recitals kick off a wider TfL marketing campaign that will also feature poster advertising across London public transport including tube, bus, rail, trams and the Docklands Light Railway. Poster ads will feature drawings by graphic artists illustrating poetry urging commuters not to drop litter, obstruct train doors and if they are taken ill on the underground, not to push the alarm button but wait and get off at the next station. Foreign Minister Laurent Fabius, who took part Wednesday in a meeting of the five veto-wielding powers, said that negotiations “have progressed overall” and he hoped for a resolution “soon.” But Fabius also said there remain “some issues to clarify” before adoption of a resolution on ending Syrian President Bashar al-Assad’s chemical arsenal. “France’s demands have been satisfied at this point,” Fabius told reporters. France has been seeking a reference to the UN Charter’s Chapter VII which makes the resolution obligatory for a country. But diplomats say that the Security Council resolution will not threaten military force or sanctions but instead will mention the possibility of future action if Syria does not comply. Russia, the main ally of Assad, has resisted references to Chapter VII, calling it a pretext to war. France has also demanded accountability for crimes in Syria and language calling the use of chemical weapons an attack on international security, which would give the Security Council power to act. “On these three points things have moved forward,” Fabius said. The UN Security Council is working on a resolution to accompany a US-Russia agreement under which Assad would give up his chemical stockpile. The deal put on hold threatened military action by the United States and France in response to an August 21 chemical attack which US intelligence says killed more than 1,400 people in suburban Damascus. The enforcement follows an analysis led by European data protection authorities of a new privacy policy that Google enacted in 2012, France’s privacy watchdog, the Commission Nationale de L’Informatique et des Libertes , said Friday on its website. Google was ordered in June by the CNIL to comply with French data protection laws within three months. But Google had not changed its policies to comply with French laws by a deadline on Friday, because the company said that France’s data protection laws did not apply to users of certain Google services in France, the CNIL said. The company “has not implemented the requested changes,” the CNIL said. As a result, “the chair of the CNIL will now designate a rapporteur for the purpose of initiating a formal procedure for imposing sanctions, according to the provisions laid down in the French data protection law,” the watchdog said. Google could be fined a maximum of 150,000 ($202,562), or 300,000 for a second offense, and could in some circumstances be ordered to refrain from processing personal data in certain ways for three months. What bothers France The CNIL took issue with several areas of Google’s data policies, in particular how the company stores and uses people’s data. How Google informs users about data that it processes and obtains consent from users before storing tracking cookies were cited as areas of concern by the CNIL. In a statement, Google said that its privacy policy respects European law. “We have engaged fully with the CNIL throughout this process, and we’ll continue to do so going forward,” a spokeswoman said. India, Pakistan Holding Peace Summit In New York

The New York State Public Service Commission (PSC) and the state-owned New York Power Authority (NYPA) said in a press release on Wednesday that the proposed new capacity zone in the Lower Hudson Valley could result in the construction of unnecessary new power projects. The PSC, NYPA and other New York utilities asked the U.S. Federal Energy Regulatory Commission (FERC) to reconsider its August decision allowing the state’s power grid operator, the New York Independent System Operator (NYISO), to create a new capacity zone in the Lower Hudson Valley that includes New York City. The NYISO has said it designed the new capacity zone to maintain system reliability and attract investments in new and existing generation and demand response resources. In basic terms, capacity markets pay generators to help keep existing power plants in service and build new units in order to maintain system reliability. Demand response providers who agree to reduce power usage when needed can also participate in capacity markets. The new zone will include the current NYISO zones G, H and I in the Lower Hudson Valley and zone J in New York City. The PSC and NYPA said the state is already working on New York Governor Andrew Cuomo’s so-called Energy Highway initiative to expand the state’s transmission resources to bring more power from upstate New York to the Lower Hudson Valley and New York City area. The PSC and NYPA said the Energy Highway could negate the need for FERC to offer financial incentives to build more power plants downstate. “We strongly urged FERC to reconsider its decision to create a new capacity zone in New York, which it says is needed to build more power plants downstate to alleviate demand for electricity,” PSC Chairwoman Audrey Zibelman said in the release. “We are well aware of the downstate demand for electricity…However, in its decision, FERC did not take into consideration the ongoing initiatives included in the Governor’s Energy Highway,” Zibelman said. The biggest power companies in New York include units of Consolidated Edison Inc, National Grid Plc, Iberdrola SA, Entergy Corp, TransCanada Corp and NRG Energy Inc. COSTS TO RISE The PSC said if FERC’s plan goes into effect, typical residential customers in the Lower Hudson Valley could see monthly bill increases ranging from 5 percent to almost 10 percent, depending on the utility. Scientists Urge Europe To Shift Focus To Bowel Cancer Screening

And a new study presented at the European Cancer Conference (ECC) in Amsterdam at the weekend showed men experience more harm than good from routine prostate cancer screening tests. In bowel cancer screening, however, the risk of over-diagnosis is very low, while gains in terms of reducing deaths are large - making routine testing cost-effective, Philippe Autier, a professor at France’s International Prevention Research Institute (IPPR), told the conference. “There is now an irrefutable case for devoting some of the resources from breast and prostate cancer screening to the early detection of colorectal (bowel) cancer,” he said. A large European study published last year found that breast screening programs over-diagnose about four cases for every 1,000 women aged between 50 and 69 who are screened. The IPPR’s research director Mathieu Boniol, who studied the impact of prostate screening, said his results showed routine use of prostate-specific antigen (PSA) tests creates more harm in terms of incontinence, impotence and other side-effects from prostate cancer treatments than benefit in terms of detecting life-threatening cancers. “PSA testing should be reduced and more attention should be given to the harmful effects of screening,” he told delegates. Meanwhile, results of a study conducted by Autier using data from 11 European countries between 1989 and 2010 showed that the greater the proportions of men and women routinely screened for bowel cancer, the greater the reductions in death rates. Colorectal cancer kills more than 600,000 people a year worldwide, according to the World Health Organization. In Europe some 400,000 people are diagnosed with the disease each year. In the light of the results, Cornelis van de Velde, an oncologist at Leiden University Medical Centre in the Netherlands and president of the European Cancer Organisation, said it was “very disappointing” there are such wide differences in European governments’ approaches to colorectal screening. “People over 50 should be informed of the availability of the test, and pressure should be put on national health services to put more effort into organizing screening programs,” he told the conference. Germanyas cautious approach worries its EU partners and Nato allies and causes frustration in Washington. Given its history, Germany is clearly anxious not to be seen to be interested in military adventures. Also, there is no appetite in Berlin to alienate Russia and China, countries which oppose international interventions and with which Germany has strong trade links. In the rest of Europe, the situation is more complex. Some governments may want a more forceful global profile for the EU a but thatas not necessarily shared by the people. The doomsayers a of which there are many a insist that the Eurozone crisis and the impact of economic stagnation on European societies have accelerated the loss of EU influence in the international arena. China, India, Russia, Brazil and others are seen as fierce rivals who want a afull-scale reversala of their relationship with the West by demanding better representation in multilateral fora. Others argue that Europe should be more assertive and more self-confident when dealing with the cheeky new kids on the bloc. It was partly to respond to such concerns that the European External Action Service (EEAS) was set up three years ago to act as an EU foreign ministry a and certainly the EUas international profile has gone up a notch. But in todayas competitive world of rising powers, new alliances and increased geo-strategic competition, the EEAS is still seen as underperforming. Fuller, a football devotee from the age of 19 after he traveled around the USA on a greyhound bus, says the recent granting of BUCS status roughly equivalent to the NCAA to football-playing British colleges is not only a development that is key to unearthing home-grown talent, but an indication of how far things have progressed. “Whatever cultural barriers initially existed in Britain were overcome in the late 1980s, when American football was broadcast here on TV for the first time,” he says. “There’s a strong foundation of support now.” Indeed, in the broadest possible terms those who say they like the sport Britain has come a long way. More than 11 million people out of a total population of 63 million in the United Kingdom, or 17%, now say they are NFL fans, according to NFL research.

Players not sold on London franchise

The time change is brutal for the physical work we do. If it was a complete league out there, that’s a different animal. But to live in London and travel to the United States to play, whomever that team is, they’re at a disadvantage every time they hop on a plane. You’re basically six-and-a-half hours behind. You have to get acclimated, which requires not like a West Coast-to-East Coast or East Coast-to-West Coast, where it’s a day and a half and you can fudge it. You can’t fudge that.
